If the US classifies the Internet as a Utility it brings it under the control of, amongst other things, the
Patriot Act and various
National Security Acts &
Policies {OWH archive} already in place, or set to be amended or signed into being, that 'protect' various types of infrastructure - water, power, rail, road, gas, oil, communications etc. This is potentially more 'dangerous' (for want of a better word) because, given how reactionary some aspects of US Politics is, it could mean vested Interests (ISP's, RIAA, MPAA et al) simply
lobbying Government (or influence peddling) to sign bills ordering them to filter or block the Internet, or Government ordering it for "National Security" reasons.
