Like other 3D applications Blender can't import 3DS Max Bipeds directly because they contains a lot of proprietary data. Instead characters, or models that make use of Bipeds, have to be exported by 'type' - mesh, armature, animations and so on - which can then be imported provided they're in a suitable format Blender understands.
