I thought I remember seeing a tactical marine climbing over cover at one point in the campaign. I might be remembering the wrong game. Is this possible? If so, could anyone point me in the direction of a tutorial or tell me how it's done?

I don't remember 100% but you'll need to look at the AI files for that setting as the ability to do it is part of the game mechanics, it's controlled through an entity/def setting (iirc) through a key/value pairing, the higher the number the more likely the AI is to take cover (or visa-versa). This is of course assuming that what you saw isn't a scripted animation, watch out for those.

I couldn't find anything related to climbing over boxes. I'll use a different approach.

It should be there, or at least a 'tactical' key/value pairing. There isn't a specific setting for "climb over boxes" though because the game isn't looking at things like that. There should be an option in either the AI's def files, or an entity setting that tells the game how 'aggressive' an AI is supposed to be with respect to the environment it's sitting/standing/running around in.
