"Consumer Privacy Bill of Rights" follow-up to SOPA?

Not had a chance to do anything other than scan over this to see what it is, and to that, in some quarters (of the Internet) it's being regarded as a 'softer' (at first glance at least) follow-up to SOPA/PIPA/ATCA et-al.
